America’s healthcare system is complex, fragmented and broken, according to Dr. Karen Hoffman Tepper. Yet she is optimistic, believing the organization she helms is uniquely positioned to effect monumental change.

In her role, Billman ensures the organization not only has the right people in the right roles, but that those people are supported, empowered and inspired to show up as their best selves every day.

She plays a vital role in shaping a culture where people feel valued, heard and connected to something bigger than themselves. Before joining Terros Health, Billman spent more than a decade on the front lines as a juvenile corrections officer, later transitioning into case management, training and organizational development. That experience gave her a deep understanding of human resilience, the power of second chances and the importance of meeting people where they are.
 
Her connection to Terros Health’s mission is personal: Jennifer has seen the positive impact of the organization’s care in the lives of her own family members.
 
Grounded in faith and committed to her community, Jennifer also serves in leadership roles at her church.

Dr. Vanna Campion is a family medicine physician and chief medical officer, where she leads Terros Health with a focus on whole-person care and community-based solutions.

Originally from a rural community in Eastern Kentucky, Campion brings both professional expertise and lived experience to her work, shaped by a career committed to expanding access to high-quality, integrated clinical services.

She completed her medical education at Ross University School of Medicine and her residency training at the University of Arkansas, Northeast Regional Program. Her clinical background includes extensive work with underserved populations and efforts to improve access to coordinated care. Her leadership approach emphasizes collaboration, respect and alignment of services to meet patient needs in ways that are accessible, effective and culturally responsive.

A results-driven leader and engaged community partner, Campion is committed to building systems of care that improve health outcomes and enhance the well-being of the community.

Faster, easier, better: This is the mantra of Saffron Crew. As chief information and innovation officer, Carew and her team harness technology to help Terros Health deliver exceptional patient care.

She is constantly looking for ways to support patients and employees — from streamlining the appointment process to connecting patients to the right person for services and capturing real-time patient feedback. Under her leadership, Terros Health pioneered an integrated record and shared clinical documentation system that gives the organization’s entire care team the latest information — diagnoses, co-morbidities, family history and more — on patients with a click of a mouse. She also helped the organization use technology to see patients at clinics, their homes, on the streets and online via secure remote connections.

If that’s not enough, Carew has devoted much of her 20-plus-year career at Terros Health finding the talents in others and mentoring them to work at their highest level.

Carew earned a bachelor’s degree in art history from University of Michigan-Dearborn and a master’s degree in healthcare administration and management from Valparaiso University. She is a member of the College of Healthcare Information Management Executives (CHME) and Society of Information Management (SIM). She is a past member, president-elect and president of the Arizona chapter of the Healthcare Information and Management Systems Society (HIMSS) board and a professional certified coach.

Carew is an Arizona CIO of the Year ORBIE winner.

Karen Carter wears many hats at Terros Health. She serves as chief of staff to Terros Health’s CEO, a member of the executive leadership team, and is the liaison to the organization’s board of directors. KC brings more than a quarter-century of healthcare administrative experience to her position.
 
As the daughter of a single mother who had no health care for most of her childhood, she understands the need for community health centers to ensure children and adults have access to affordable, quality care.  
 
She has a bachelor’s degree in business education from Southwest Baptist University and a master’s degree in business administration from Grand Canyon University.

Nicole Cupp-Herring's career began shortly after completing her master's degree, when an exciting opportunity as a therapist with New Arizona Family set her on a path to a deeply fulfilling vocation: helping individuals facing co-occurring disorders of substance use and serious mental illness. During the next two decades, Herring refined her expertise in clinical leadership, holding progressively responsible roles — from program manager and senior director to chief clinical officer, where she led clinical services across a diverse range of programs all while implementing evidence-based strategies to drive success.

Through this experience, Herring gained a deep understanding of how access to basic needs directly impacts an individual’s overall health and well-being.

Today, she leads efforts to provide individuals in recovery with the treatment, support and resources they need to develop the skills to enter the workforce, engage in meaningful daily activities and become independent members of the community.

Herring holds an undergraduate degree in Family Studies and Human Development from Arizona State University and a graduate degree in Counseling from University of Phoenix. She has also contributed to the field as an adjunct faculty member and served as a content expert adviser for the California Board of Behavioral Services.

Lani Horiuchi’s career in health care was a foregone conclusion, spelled out in a heartfelt letter by her stepfather when she was 13 years old. He was an old-school doctor who made house calls and treated patients like family. Her mother, a Hospice social worker, shared that same deep sense of service.

Those experiences confirmed her calling. Horiuchi’s mind thrives in the complexity of health systems. In her role as vice president of Compliance and Strategy, she creates sustainable growth, drives positive change and improves Terros Health’s overall performance. She also ensures the organization operates in compliance with regulatory and accreditation entities and in a safe environment for employees and patients that is free from fraud and waste.

It’s a role that comes naturally for Horiuchi, who is driven by a desire to simplify the complex for providers and patients alike. With a keen ability to see the big picture, she has become the quarterback on some of Terros Health most high-profile initiatives, looking for ways to improve efficiency and reprise successful practices across other areas of the organization. 

Horiuchi holds undergraduate and graduate degrees in Health Policy and Healthcare Innovation from Arizona State University. She enjoys spending time outdoors with her family, cheering on her daughters’ sports teams and getting lost in a good novel. 

For Michael Marion, what started as a job at Terros Health has become a passion. It’s because this 30-plus-year healthcare finance veteran — with unparalleled expertise in financial planning and analysis, budgeting, contract negotiations and strategic modeling — doesn’t just crunch numbers. Rather, he delivers on Terros Health’s compelling mission.

Mike leads his team of more than 70 financial experts in three critical areas: accounting, finance and revenue cycle management, integrating these functions into every aspect of the organization. He also serves as the chief liaison to Terros Health’s board of directors on all things finance, and he partners with the CEO and executive leadership team to review past performance and forge plans for future success.

Beyond his aptitude for helping the nonprofit organization operate like a business, Mike has an uncanny ability to make an increasingly complex industry understandable to every member of the Terros Health team.

He holds a bachelor’s degree in finance from Arizona State University and a master’s in business administration from Benedictine University.

Everyone needs an advocate. For individuals facing mental illness and substance use disorders, Jennifer Nye has long been a compassionate and determined voice of support. Known for her dedication, intelligence and leadership, Nye works to uplift those who are often overlooked.

Her journey began nearly two decades ago in social services, where she supported unhoused and low-income communities. That foundation led her to Terros Health, where she has taken on increasing responsibilities over the years. Today, she helps guide key areas of the organization including health center services, clinical operations, family and children’s programs and justice services.

Nye is deeply committed to growing both personally and professionally. She is a graduate from the American Express Leadership Academy and serves on the Board of Directors for the Arizona Council for Human Service Providers. Her past work includes counseling adults and mentoring at-risk youth.

Equally important to her is being a mother and a role model for her daughters. Nye shares her commitment to service with her children, regularly engaging in community volunteer projects together and teaching them the value of empathy, leadership and giving back.

Nye is a proud alumna of Arizona State University and Argosy University, earning undergraduate and graduate degrees, respectively. She is also a licensed associate counselor.

Megan Pocock’s ascent into healthcare leadership happened by accident. At age 18, raising her newborn son as a single mom, she worked in payroll and accounting at a car dealership. Four years later, she earned undergraduate and graduate degrees at University of Phoenix while embarking on a nearly 16-year career in whole health at Lifewell in Phoenix. She climbed the ladder — from financial analyst to controller, director of finance to CFO — while managing housing, operations and IT.

When Lifewell consolidated with Terros Health in 2024, Pocock joined the organization’s executive leadership team as vice president of Business Services overseeing housing and facilities.

With a knack for numbers, Pocock can translate complex financial data into thoughtful strategies and actionable results. But her most fervent desire is creating a continuum of care for patients. Part of this includes providing quality health care. The other part is ensuring patients have access to stable, affordable housing and other wraparound services that set them up for success.

Pocock spends countless hours as a mentor, encouraging the next generation of healthcare professionals to stretch their skills and abilities. She also puts her financial prowess to work as board treasurer of The Earll Building in central Phoenix.

Ray Young has a gift of connecting with people. It’s something he discovered while serving as a Make-A-Wish “rush wish granter” for kids with just a few weeks to live. The work was lifechanging and put in motion Young’s desire to combine his business acumen with his counseling prowess to make a meaningful difference for those with mental illness.

A corporate transplant, Young spent two decades working in increasingly responsible business roles before changing course and becoming a license professional counselor. He made his mark at Terros Health’s busiest health center, starting each day by asking himself, “How many lives can we save today?”

This selfless leader lives by the law of reciprocity — that “you can’t give what you don’t have and you can’t receive what you don’t give.” Today, Young oversees Terros Health’s development, community and marketing initiatives, building partnerships with stakeholders and raising the organization’s visibility as a go-to source for those who need comprehensive, integrated care. It’s the perfect role for a leader whose presence creates an aura of positivity, which he possesses in spades.


Young earned bachelor’s and master’s degrees from University of Phoenix. He is certified in cognitive processing therapy and used these skills to help Terros Health develop a program for veterans with PTSD.
